Requirements from funders regarding openness

  • Several research funders are committed to promoting open science and research.
    Therefore, funding conditions may include requirements related to:

    • preparing a data management plan
    • making research data available for others to use
    • ensuring open access to publications
  • Not all funders require a data management plan, and some do not yet have any requirements related to openness. For example, the European Union's structural funds do not include requirements concerning openness.

    According to Centria's practices, a data management plan is prepared for all projects no later than when the project has received funding.

  • Publishing costs are eligible costs when incurred during the project. It is advisable to include these costs in the cost estimate already at the project planning stage.
  • Business Finland does not recommend publishing in hybrid models, where the same publisher is paid both for the journal subscription fee and for the openness of individual articles.
  • The recipient of funding must ensure that the background materials related to the project, the research materials and information generated during the project, and the results are managed in an appropriate manner so that the information and results obtained from the project can be utilized as effectively as possible in the future. The project plan must include a data management plan.

Research Council of Finland requires projects it funds to commit to open access to publications.

 

  • Scientific publications can be made open access using the green, gold, or hybrid model. When using the gold model, the project can use research funding granted by the Academy to implement openness. The costs of hybrid model publications can also be covered by Academy research funding.

    The Academy of Finland also requires that the principal investigators of projects it funds ensure that the research data from Academy-funded projects are stored and made available in a national or international archive or storage service that is relevant to their field of science.

    However, for justified reasons, the materials may have different degrees of openness, ranging from completely open to confidential. If the research material cannot be made available for further use, its metadata (descriptive information) must nevertheless be stored in a national or international search service.

    Applications submitted to the Academy must include a data management plan for the research project (or research infrastructure project).

  • The European Research Council and the Horizon 2020 pilot project require that research funded by them be published openly in scientific, peer-reviewed articles. Openness is also recommended for other types of scientific publications. The Horizon 2020 program also requires that research data be made open. The European Research Council, for its part, recommends openness.

"From 2017 onwards, all Horizon 2020 grantees are required to provide access to the data underlying their scientific publications and to provide access to other research data of their choice. In principle all research data should be made openly available but exceptions can be made upon request by the grantee. The top three reasons to opt-out are privacy concerns, intellectual property rights, or when publication might jeopardise the project’s main objective."
